Choice of film, exposure and development, how they are scanned and calibration, how you then adjust, mean it's impossible to tell. Thingy's version is possibly a slightly denser transparency. Saying the same as Charles really, but if the scan's a match for the film it's a half stop or so over expose...

A factor that's being missed is how a film behaves with reciprocity failure, Velvia does worse than Astia and Kodak E6 films and has a tendency to quite marked colour shifts towards yellw/green even with exposures less than a minute, the later versions are better than the original. I must say I'm no stranger to multi-minute exposures with velvia both old and new, in a landscape dawn/dusk context, and have never seen any noticeably adverse colour shift. The examples I've seen and shot myself were worse with tungsten lighting where there's less blue content to the light anyway,...

It's not worth spending too long discussing an image that's a reject. However it's wrong to try and fully correct with a colour meter. Depends what you're shooting, in general I've rarely needed to use filters, but with Fluorescent lighting I do a test get it processed then adjust, General conversion filters are useful Tungsten lighting to Daylight film filters.
