It's more a case of bad luck being charged Duty & VAT, particularly on smaller items. Out of over 50+ purchases from the US I've paid tax about 4 times, it's more likely to occur on items that appear to be coming from companies rather than private individuals and also size/weight. Looking at Schneider's vintage lens data it looks like the 90mm Angulon has an image circle of 154mm at f16. I don't think that this will cover 5x4 inches. Schneider suggest that this lens is for 9x12cm.
