This has come up many times. In all my reserach (and experience) black book binders tape like this: http://www.presco-uk.com/finishing-tapes-sundries/sub-category.php?ID=30 is usually recomended. The Hinge Rule? That's a new one on me, I might have heard of the process, I'm not sure, but if I have I've not heard of it described as the "Hinge Rule" before. Do tell.
